Memo with Recommendation: Public Health Suggestion Memo

Here is a memo with recommendation report for the Public Health Agency of Canada, and it contains suggestions to solve potential health issues and prepare for the upcoming holidays (Christmas, New Year Day, etc.) as COVID19 still does not relieve in Canada.

News Extension: Candian Government Update

In Nov 30, 2021, Government of Canada updates an important message "Fully vaccinated travellers will be required to quarantine while they await the results of their arrival test". This means people who come to Canada would have to do Covid19 testing and wait for the result before they leave from airports. It is actually the third solution of this Memo, and I believe it could maximize the efficiency to alleviate pandemic in Canada.

Subject: Suggestion regarding prevention and control of health issues and COVID-19 pandemic during future statutory days in Toronto

Problem:

I’m writing this direct recommendation regarding further improvements and future plans of Canadian holidays to the vice chancellor of the Public Health Agency of Canada. Today, the epidemic restriction successfully maintain the public order of Canadian cities, yet it is possible that health events could be increased in the future by several reasons. These reasons may be incidental rebound of pandemic or virus mutation. Specifically, the initial problem is that loose administration and regulation make people expose to the virus, which could rise the danger of being infected by COVID-19. In “Canada is on track for a pandemic Christmas. There’s still time to change course”, Vanraes claims that the existing policies and rules are applicable to the current situations, but they do not guarantee to fit the later dates. Therefore, during the current pandemic, it is our duties to pay highly attention to protect our citizens and civilians. And, the member need to know that Toronto region is the testing city of my researches. By considering my constructive suggestions, I hope the sanitation department could implement more practical actions in order to reduce losses on the future health issue.

Background:

Since the spring of 2020, Canada has found more than 1 million infected cases, yet 29 thousands of them unfortunately die. According to the messages “Tracking the COVID-19 vaccine rollout in Toronto” by Lavoie Joanna on October 29, there are more than 80% of hyperlocal vaccination and approximately 4,826,000 of total vaccine doses (includes first and second doses) in the Toronto region, which implies that Toronto Public Health is always devoted to guarantee people’s health conditions by efficient and effective implementation. However, statutory holidays, such as New Year’s Day and Christmas Day, may impact the implementation of related policies and rate of occurrence of health issues, for they cause increase of people activities and visitors tourism volume. Other days like Halloween could also cause unnecessary gathering by parties and related activities. And, people may not be able to perfectly follow up the rules. Actually, there are previous attempts to solve these problem. For instance, in the article “Trudeau warns there ‘may not be’ Christmas in Canada because of COVID-19”, Murdoch reports that Prime Minster Justin Trudeau has promoted to restrict people’s outdoor activities in the last Christmas. The majority of malls and other institutions are shut; nevertheless, this solution is not friendly to the growth of economy. Also, the positive cases have instead increased during the whole Christmas. According to the Worldometer’s COVID-19 data, the coronavirus cases from December 24 to December 27 has increased by about 16 thousands, and Toronto occupies the half. Thus, it is necessary to meet the criteria that a solution should solve both the past and present problems based on the reality.

Solution:

Initially, I suggest that the government could set special and more serious rules to the statutory holidays. For example, people who violate related sanitary regulations should be punished by corresponding fines or detains. Serious breach of rules should cause the suspension and expulsion for temporary residents. Secondly, I suggest to offer more medical benefit and financial assistance for infected patients in Toronto hospitals. According to “Covid tests are a hidden cost of post-pandemic travel”, Flynn argues that the government could not support free clinic treatment yet which causes excessive financial problems, but we could minimize the prescription drugs, testing and hospitalization cost. Thirdly, I suggest to change on the current transportation regarding trains and railways of Toronto. We could provide free COVID-19 tests for people or tourists who get off the long-distance trains and airplanes as they ready to exit from the stations. This strategy could effectively screen for the virus from big population samples, which applied by several countries around the world. And, these actions could cost millions of dollars and qualified workforce, yet I believe they are beneficial to the growth of economy of Toronto.


Consequently, the problem requires my solutions because my researches take advantage of scientific and mathematical facts, and experience by other countries. Edwin Chan, senior manager from Public Health Agency has absolute authority to act on my suggestions, and he is my colleague and manager who guides me for the research of health issue disposal. I hope the agency could consider my recommendation and support my research plans by financial assistance.

The web provides all the raw data about total cases, daily new cases, active cases, total deaths, daily deaths and number of recoveries by several statistic graphs to support the report. The purpose of the report is to inform people of any changes of disease cases, and the cases of Christmas holidays increase which means the past regulations and policies might not work well as what government expects. Moreover, the intended audiences could be all the citizens in Canada, or people who need data of infected cases, for they need to be aware if there is dramatic change on the graph.
